This accessibility statement applies to the Irish eBay Services provided through the eBay desktop and mobile website (www.ebay.ie), Android app and iOS App.

Understanding how eBay Services work

eBay operates an online marketplace through which users can offer and purchase goods and services of all kinds and publish other content. eBay itself does not offer any items and does not become a contracting party to the contracts concluded exclusively between the users of the eBay marketplace. 

The eBay Services consist of facilitating transactions between users via the eBay marketplace and enabling the conclusion of contracts between users via the eBay marketplace. The eBay payment services company processes payments on behalf of sellers for certain transactions carried out via the eBay marketplace. 

Users can also take advantage of additional services from eBay or eBay's cooperation partners, such as insurance, assembly and installation services.

If you're looking to browse and buy items on the eBay marketplace, you can do so without registering. However, if you're interested in selling items, you'll need to register first. Registration involves creating an eBay account, which requires you to have full legal capacity and provide accurate and complete information. For more details about registration and managing your eBay account, check out Section 3 of the eBay User Agreement. Once registered, a contract is established between you and eBay for the use of its services. This contract can be terminated at any time by you or, in certain cases, by eBay. You can find information on this under Section 4 of the eBay User Agreement.

As a user, you have access to a variety of selling features, as well as the eBay Money Back Guarantee—which safeguards buyers if an item doesn’t arrive, differs from its description or if there’s an issue with a return. Specific usage rules do apply to user features and services. These features and rules are outlined in Section 3 of the eBay User Agreement.

Exploring eBay's Listing Options and How to Make Purchases

eBay provides users with a variety of different listing formats and functions to help them create and finalize transactions with one another. Sellers can even choose to list their items for international buyers or offer international shipping. The buying options are displayed with each listing. Here are the main ways buyers can purchase items: 

  • Buy it now: This option allows a buyer to purchase an item immediately at a fixed price set by the seller. 
  • Best Offer: With Best Offer, a buyer can offer the seller a price they're willing to pay for the item. The seller can accept, decline, or counter the offer by suggesting another price.
  • Auction: In this format, the seller sets a starting price, and interested buyers place bids. When the auction ends, the highest bidder wins the item and can complete the purchase by paying the final bid amount.

eBay may charge sellers fees for listing items, for using optional listing upgrades, or other services. If an item sells, sellers must pay fees if and as outlined in Section 5 of the eBay User Agreement

When you complete a transaction as a buyer using eBay Services, payments are handled by the eBay Payment Entities on behalf of the seller. Sellers enter into a payment services contract with eBay Payment Entities when they register, which involves providing some information to verify identity and comply with regulations like those for money laundering. As a buyer, you can generally use any payment method offered during checkout. The eBay Payment Entity collects your payment and forwards it to the seller. After a transaction, users can rate each other with guidelines available in our Product reviews page. Furthermore, users have the option of exchanging messages with other users and receiving messages from eBay via Messages in My eBay. Learn more about Messages

To ensure a safe and compliant environment on eBay, users are prohibited from posting content that violates legal regulations or eBay's policies. If you encounter any content that appears to be in violation, you can follow our content violation policy procedure to report it. eBay will review the reported content and may take appropriate action against the member responsible if a violation is confirmed, as outlined in Section 10 of the eBay User Agreement. Additionally, for other types of violations, eBay may implement measures as described in Section 11 of the eBay User Agreement

If eBay takes action or declines a user's report, the affected user or reporting party has the right to file a complaint, which eBay is required to review. The specifics of this process are outlined in Section 10 of the eBay User Agreement. Additionally, eBay collaborates with mediators and alternative dispute resolution bodies, as legally required, to resolve disputes related to such actions. In instances of frequent and clearly unfounded reports or complaints, eBay may, after providing prior warning, suspend the processing of these submissions. Accessibility Requirements for eBay Services

To ensure our eBay Services comply with the applicable national laws implementing the European Accessibility Act (EAA), in particular the Irish Accessibility Regulations, the following requirements must be met. 

  1. The eBay services must fulfill the following general requirements for consumers (Regulation 14 of the Irish Accessibility Regulations): 

    a. eBay must provide information on the functioning of the eBay services. The provision of information must meet the following requirements: The information is provided through more than one sensory channel, is discoverable by the consumer, is presented in an understandable way as well as in a way that they can perceive. The information content is provided in text formats that are suitable for generating alternative assistive formats by the consumer that can be presented in different ways and perceived through more than one sensory channel. The information shall be presented in a font of appropriate size and shape, taking into account the foreseeable context of use, and with sufficient contrast and spacing between letters, lines and paragraphs. Furthermore, an alternative presentation of the content is offered if elements of non-textual content are included. The digital information required for the provision of the service is provided in a consistent and appropriate manner by making it perceivable, operable, understandable and robust.

    b. Websites, including associated online applications and services offered on mobile devices, including mobile apps, must be designed by eBay in a consistent and appropriate manner that is perceivable, operable, understandable and robust. 

    c. In case of availability of support services such as help desk, call center, technical support, relay services and training services, eBay must provide the information on accessibility and compatibility of the service with assistive technologies with accessible means of communication.
     
  2. eBay must fulfill the following additional requirements for the provision of banking services to consumers (Irish Accessibility Regulation Schedule 1 Part 4(e)):  

    a. Where identification methods, authentication methods, electronic signatures, security functions or payment services are provided, these must be perceivable, operable, understandable and robust. 

    b. It must be ensured that the information on the functioning of the banking service is understandable for consumers without exceeding language level B2 of the Council of Europe's Common European Framework of Reference for Languages (CEFR).
     
  3. eBay must fulfill the following additional requirements for the provision of e-commerce services to consumers (Irish Accessibility Regulation Schedule 1 Part 4(g)): 

    a. eBay must enable sellers to provide information on the accessibility of the products for sale and the services offered, insofar as this information is provided to them by the responsible economic operator.

    b. Identification, authentication, security and payment functions, if they are not provided in the form of a product but as part of a service, must be designed to be perceptible, operable, understandable and robust.

    c. Identification methods, authentication methods, electronic signatures and payment services, if provided, must be designed to be perceivable, operable, understandable and robust.

Compliance of eBay Services with Accessibility Requirements

eBay is committed to complying with the applicable accessibility requirements described above and committed to conforming to the EN 301 549 V3.2.1 accessibility standard. Some of the ways we support this have already been outlined in the section Commitment to accessibility and disability inclusion above. 

However, as the website and apps are continually being developed, some areas may temporarily not consistently reflect adherence to this standard. If you notice any non-compliance, please contact us at accessibility@ebay.com. We work with an external partner to audit standards conformance.

eBay further adheres to the additional accessibility requirements for consumer banking and e-commerce services by implementing the following measures: 

  1. eBay provides identification methods, authentication processes, security functions, and payment services that are as perceivable, operable, understandable, and robust and which conform to the EN 301 549 v3.2.1 standard.
     
  2. The information about how eBay's banking services function for consumers is presented at a B2 language level, according to the Council of Europe's Common European Framework of Reference for Languages (CEFR).   3. Additionally, eBay provides sellers with the opportunity to share information about the accessibility of their products or services. This can be included on the product overview page of each sales listing.
