Get more control over post-to locations
With the new post-to exclusion option you’ll have more control over international postage and packaging. You’ll have the same delivery choices you have now, but you’ll also be able to specify countries you do not want to send to. For example you can opt to send to Europe, but specifically exclude countries within Europe you don’t want to dispatch to.
More tracking information to boost efficiency and Detailed Seller Ratings
"Where's my stuff?" is one of the most common buyer questions. So, when buyers can easily find out this info themselves, they're happier with their transactions. They leave higher postage-related DSRs—and you spend less time answering questions. Tracking and delivery confirmation also play an important role in eBay dispute resolution for Items Not Received or Items Significantly Not As Described.
Today when you upload tracking information, your buyers can access it in a pop-up window from My eBay. If you pay postage and print labels on eBay, your tracking information is uploaded automatically. Alternatively you can manually upload the tracking number, delivery confirmation, or mark your item as sent. When a tracking number is uploaded or an item has been marked as sent, an email is generated automatically to notify your buyer.
A number of updates coming in September could help improve your postage service and DSRs and, at the same time, reduce your operating costs and buyer enquiries.
No P&P-related DSRs with local pickup: When we are sure that local pickup was used and there is no handling fee, we’ll hide postage-related DSRs.

Why is eBay providing a post-to location exclusion option?
Because you asked for it. In fact, one of our top requests is for the power to specify countries you do not want to post to. For example, if you specify today that you post to Europe, buyers from all European countries can purchase your item. If you wanted to exclude buyers from Italy or Russia, for instance, you can’t. The post-to location exclusion option allows you to specify countries you don’t want to include in your international listings.
Is there anything I need to do to use the exclusion list?
If you’re using the Sell Your Item form, you just need to create an exclusion list and apply it. If you’re using any listing tool other than the Sell Your Item form, you’ll also need to set the existing Buyer Requirement: “Block buyers who are registered in countries to which I don't deliver.”

Will I need to give delivery tracking numbers or delivery confirmation information?
No. However, we do recommend you upload tracking or delivery confirmation numbers to eBay whenever they’re available. Sellers who provide either delivery tracking numbers or delivery confirmation are likely to see an increase in P&P related DSR scores and a cut in the number of buyers asking “Where’s my stuff?”
What if the delivery service I use doesn’t offer tracking numbers or delivery confirmation?
If delivery tracking or delivery confirmation is not available with the delivery service you use, we recommend you mark the item as sent in My eBay. Your buyer will see a “sent” icon in his or her My eBay and will be notified in the (to be named) email that your item is marked as “sent.”
